@NeilN: I'm feeling slightly guilty about this editor: I was so bogged down in dealing with that other case (the userboxes and ANI reports etc.), that I delayed dealing with this editor's request for advice on my talk page. It's possible- just possible- that if I had replied sooner and advised about what not to do, he might not now be blocked.
