Speedy deletion nomination of Prophet Dr. David Edward Owuor

I want to be clear. You have a conflict of interest with regards to Prophet Dr. David Edward Owuor and must abide by our policy, WP:COI. That basically means you are not permitted to write about that subject directly. you unblocked me and then re-blocked again without any notification or reason. I have gone through the wikipedia policy and have tried to redo the article in adherence to the same, but my sandbox shows me that it is impossible for me to create any page. I am almost losing hope
