I believe the article you created on Twin Cities Wire does not meet WP:NOTABILITY guidelines because no where in the article is there any 3rd party evidence that asserts nor does the article itself assert the importance of this publication and web cite. The only sourcing is the Zine itself. I would encourage you to review Help:Contents/Policies and guidelines when working on WP articles or creating new ones. Explain to me again how an article (with links and available references) about a publication which was proved to have existed in the real world and had a readership of 12,500 is not notable. Cleaned up a bit more.
