Country names in infoboxes

Hi, I have to explain why I reverted your change introducing the Russian name in Turkmenistan and why I am going to proceed with similar reverts for Uzbekistan and Tajikistan. According to WP:NCGN we should be using English and the official language(s) for the country name in both the lead and the infobox. If we do not follow this rule, then there is really no limit to the languages that we can put in the lead. Some editors may wish to insert Tajikistan's name in Perso-Arabic script in the Tajikistan infobox. Others may decide to use Arabic in Uzbekistan's infobox. I agree with you that Russian has had a huge cultural role in Central Asian countries, and you were probably right to add Russian as a language for inter-ethnic communication in the infoboxes of these (and some other) countries -- although only Uzbekistan officially assigns such a role to the Russian language. Still we have to abide by WP:NCGN guidelines for the infobox title and the lead. So let's restrict the name in infobox title to the name in English, the name in the official language, and possibly he transliteration of the official language name if it is given in non-Latin script. --Zlerman (talk) 17:34, 25 April 2009 (UTC)

RE: Second language

Of the three choices you list, "second language" is probably the best and the most general, but this needs more thought and perhaps discussion on relevant talk pages. For Uzbekistan I would definitely keep "language for inter-ethnic communication" in infobox, because this is the official formula in that country, where Russian is characterized as "language for inter-ethnic and business communication". In other former CIS countries this term is not used officially, while for the Baltic countries (Latvia, Lithuania, Estonia) even "second language" is not really correct. So, more thought is needed and meanwhile I suggest not making massive changes across the board. Whatever is ultimately decided on the specification of the second language inside the infobox should not affect the infobox title: the second-language country name should not be in the infobox title or the lead. --Zlerman (talk) 01:22, 26 April 2009 (UTC)

In my experience from visits to Central Asian countries, there is a huge difference in the ability to use Russian between Kazakhstan and Kyrgyzstan (the two countries where Russian is an official language), on the one hand, and Tajikistan, Turkmenistan, Uzbekistan, on the other. In K&K schoolchildren in the street chatter in Russian; native moms and dads speak Russian in public among themselves and to their children (who may called Amir or Ahmed). In T-T-U the situation is totally different: to my deep chagrin I sense that Russian is a dying language there. Yes, officials still speak Russian, people with higher education from the Soviet era speak Russian, there are (some) Russian schools for those who opt for this channel, but bye and large the younger generation is becoming less and less fluent, less and less proficient in this language. These countries are losing an important "second language" and becoming more and more insular, introvert. This is the reality on the ground. We live in a dynamic world, and we should be careful before we transport old images, old notions into this new reality. Cheers, --Zlerman (talk) 08:26, 26 April 2009 (UTC)

(b) Azerbaijan is pretty much like the rest: the elites still speak Russian "for inter-ethnic and business communication", but it is not widespread any more. Actually, Russian has never been very popular in Azerbaijan: the pre-1991 problems with Armenia reflected unfavorably on the attitude toward the Soviet Union in general and the Russian language in particular. --Zlerman (talk) 09:43, 26 April 2009 (UTC)

Spanish

Spanish is not spoken by natives from the border of Brazil with Argentina and Uruguay. It's "spoken" there like Spanish is "spoken" in the border of Spain with France or in the border of Spain with Portugal. It's only used as a communication language between the two peoples. Official language of Mauritius

According to your edit here, I think you mean to say that English is used in parliament, courts and official documents according to law but French is used in practice. Actually, as mentioned in the sources, English is used both according to law and in practice. Also, can you provide a reliable source (according to wp:rs) stating clearly that French is used is courts, parliament and official documents, in practice, in Mauritius (For a similar example, see the case of the UK where English is used in parliament in practice but nothing is mentioned in their constitution)? I've reverted your edit until you have a reliable source saying French is used is practice per the definition in official language. All reliable sources I've looked say only English is the official language. And no gov.mu websites resemble any gc.ca in terms of language used. --132.206.33.25 (talk) 21:57, 25 May 2009 (UTC)
