I don't know what you mean when you says this article is inappropriate for a number of reasons. This is only a stub. The article needs more work - and the name of the organisation doesn't make it easy to investigate. The organisation appears to be playing a significant role in a new service in Birmingham. Exactly what it is is difficult to discern - as is its relationship with the American organisation mentioned on its website. But it is certainly notable. You may note that I have removed the nominations, as you have added significantly to the page since the nomination was made, as you can see by viewing the edit history. At the time of the tagging for speedy deletion, the page warranted the tags it was given. I apologize, however in the future, completion of the majority of a page before publishment may be wise to avoid such tagging from other users.
