Hello Fram,
I just saw you nominated for speedy deletion of the wikipage Raffland that I created as a historical statement about the formative years of surfing and the role played by the surfer's break in San Clemente, CA that was named after Rick Raff, an early pioneer of wave surfing. This effort was motivated by a large community outpouring of remembrances and testimonials here in San Clemente immediately after the death of Rick Raff on December 3, 2022.
I missed the opportunity to contest the nomination to delete because this email came to me while I was supporting the grieving family of Rick Raff in other urgent ways these last 3 hours. Since then, the Raffland page was deleted.
In the Raffland wikipage creation, I linked to 12 existing wiki pages, 2 of them of other surf breaks, as well as included 5 footnotes linking to established websites such as those run by governments, daily surf forecasts, containing source materials such as videos and photos. I also uploaded 2 photos to this wiki page.
My question is how would I improve this wikipage submission so that it would not be regarded as a "hoax" or "vandalism" and how would I resubmit these improvements without jeopardizing my status on Wikipedia

There is not a shred of evidence that anything you wrote in the Raffland article (about either Raffland or Rick Raff) is true. Nothing at all. Nothing in your 5 footnotes mentioned this, nothing online mentions this. If it isn't a hoax, then you sure did your very best to make it look like one with those irrelevant additions, and with your statements here.
