• Justlettersandnumbers, the plot thickens. Bbb23, as it turns out, the user is now globally locked and their Wikidata account says "his account is suspected of being a sock puppet of Guntur Irawan"--User:Guntur_Irawan, that is, whom you blocked in 2016, when the world was young.       • @Drmies: ping-a-ding-ding. I don't use meta for requesting global locks. I contact one of the stewards here and request it. If you're concerned about the various acccounts getting lost in the mix, you could create an SPI for the record.
