Request for explanation of a block

Apologies for this late inquiry turns out to get I was handling ended up in a location I wasn't checking and it just came to my attention.

Some time ago I asked on behalf of an editor writing to OTRS if you can explain why the editor was blocked. You responded "OTRS does not handle these types of requests".

I'm not sure I'm fully following your response.

It is my understanding of the responsibilities of admin's that they are expected to explain their actions, in particular, if they block someone they should be willing to explain why they blocked someone. While I provided the ticket number because I knew you were an OTRS agent I'm not asking you as an OTRS agent, I'm asking you as an admin. User:Stanlaundon was blocked. I can see the block explanation but I do not understand the circumstances so I'm not in a position of explaining to the editor why they are blocked. Can you explain please? I have no idea; nothing about this sticks in my mind after 5 years. I can guess it was a noticeboard report about diffs like this where he was spamming his website.
