First, I want to express my sympathy on what is most probably the death of your friend. Two decades of uncertainty and heartbreak must have been agonizing.

Second, Wikipedia is not a missing persons site. There are, tragically, many people who go missing each year, and who are never found, and we do not, can not, and will not have an article on each one. The cases you highlighted as counterexamples to the "not a missing persons site" statement are exceptions because of the sheer quantity of coverage. Notability is defined in terms of media coverage: the extent to which something has been noted. Should there have been more coverage about your friend's disappearance, probably, but there wasn't, and you can't make that happen retroactively.

Third, I should make sure you realize that, by uploading that photo of your friend to Commons, you are saying that anyone, not just Wikipedia, can use it. For any purpose, including commercial. Free. Thank you! Yes, I have relocated information to an alternative site. Wiki is not for missing persons. Should I delete the draft? The images have been released into the public domain. They are free for anyone to use. I relinquish all copyrights. No credit needed.
