A relevant page to this discussion: WP:TPO. One case where it's acceptable to fix another's talkpage comment is if there is broken html tag that is causing unbounded issues on the page, such as the unclosed bolding tag that I was just about to fix here, per WP:LINT, but Bruce1ee just beat me to it.
