This submission's references do not adequately show the subject's notability. interim Director of the Dominican civil service might possibly justify an article, but nothing else does. the net result is a promotional-looking bio. Consider especially the last paragraph, all of which is utterly trivial. This would quickly be deleted if moved to main space.
