The moment an article is being written from the perspective of the organization itself (i.e. referring to "our mandate", "our goals", "our graduates", etc.) rather than a neutral, properly sourced third person perspective, it's not an encyclopedia article, but an advertisement. The moment an article about an individual engineering school starts off with a long essay about the general goal of increasing the number of women enrolling in engineering, it's not an encyclopedia article about the school, but an advertisement.
