When we tag a file for any reason, we notify you about it. There are times when vandalism edits remove a file from the page, etc. Notifying you gives you the chance to re-add it if it wasn't meant to be off the page. You state on the file page you have permission from the author to use this image, if this is true then you must have that author fill out this form and send it to OTRS at this address permissions-en@wikimedia.org .
