Per last month's reply, it is beyond the power of us local admins to lift this block or even a portion of it. You could, however, go to WP:IPECPROXY, follow the instructions there and ask for IP block exemption. However, given that your edit history is devoted entirely to one draftspace article that has been found not to justify its subject's inclusion in its current form, I'm not sure you'd be able to get it.
