It's good practice to only remove maintenance tags when the issue in question has been fixed. The article is not properly cited, and putting a URL at the bottom of the page doesn't really change that. Have a look at WP:ATT, WP:V, WP:RS, WP:FOOT and WP:CITE to help you. I saw you had blanked the page for Frank DeSimone II. I'm wondering if I have made a mistake, because you have apparently made another page that's a duplicate of it.
