While I agree that the tag on Bicentenary Medal was incorrect (and would have been declined), any editor may in good faith mark pages for speedy deletion if they find they fit the criteria.
And while I'd welcome it if 68.197.16.37 registered an account, I'm guessing they made a conscious decision against it. :)
