Appreciating that Cambridge City Council's website is not entirely helpful in the link it provides from its Climate Change and Sustainability page, the minutes of the meeting in question - at https://democracy.cambridge.gov.uk/ieListDocuments.aspx?CId=116&MID=3405#AI21684, item 19/10/CNLa (towards the bottom of the page) do indicate that the declaration of a climate emergency was passed by the council unanimously. Hope this is constructive,
