@EN-Jungwon: Sure, if disruption recurs after the block expires. However, IPs like this are quite likely to be dynamic, for which long-term blocks are inappropriate. In the future, reach out directly on my talk page – by editing this page, you're triggering a notification to the next person to access Wikipedia from this IP address, which is presumably not what you want.
