Liubou Uladykouskaja (Belarusian: Любоў Мікалаеўна Уладыкоўская; born (1967-02-14)14 February 1967) is a cultural anthropologist and a Belarusian public figure[1]. A Founder and Director General of the Institution “Intercultural Dialogue”. A Fulbright Scholar (2014-2015, Florida University, USA) [2][3].

Biography and activity

Liubou Uladykouskaja was born in Slutsk district Minsk Region. In 1989 she graduated from the Belarusian State University and earned a PhD in Belarusian Studies in 1993 [1].

Working at the Ministry of Education and Science of the Republic of Belarus in 1994-1998 she focused her main efforts on the Belarusian language spreading at universities and national identity strengthening [4] [5] [6]. This corresponded to the idea of the Belarusian state sovereignty after the decay of the Soviet Union and the prevention of further Russification. To develop the Belarusian terminologia in different spheres, she created the Government Terminology Commission (1995) [7].

Uladykouskaja supported the Belarusian language extension in the Catholic Church in Belarus. In cooperation with the priest Władysław Zawalniuk she created the Christian Intellectual Club in Minsk and was engaged in enlightenment work [8][9]. Cardinal Kazimierz Świątek blessed her to become a Vice-Chair of the Organizing Committee for the Minsk Catholic University in 1996 [10].

Being a Director of the F. Skaryna National Scientific and Educational Center in 1998-2004, Liubou Uladykouskaja concentrated on the directions which could help to return Belarus into the European context, contributed to the nation revival, and was actually banned by the Soviet authorities (previously, before 1917 – by the Russian Empire): theology and Christian enlightenment focused on interfaith dialogue and tolerance; interdisciplinary research on Belarusian nation building and democratic transformation; fundamental culturology and philosophy based on the world scientific schools [11][12][13][14]. Her proposals for designing the strategy in national culture development were supported by UNESCO [15]. She was a member of Boards of the International Association for Belarusian Studies and the Association of the Belarusians of the World. She believes that Belarus has a right to promote its own cultural values. Therefore, she initiated the Institute of Belarus creation [16][17]. In 2004 the authorities eliminated the F. Skaryna Center [18][19]. Protesting such a decision Liubou Uladykouskaja resigned.

Since 2004 Uladykouskaja worked at the Belarusian State University and the National Academy of Sciences of Belarus. She continued to explore the social and moral ideals of the Belarusian society and has consistently advocated it’s national revival and moral recovery [20]. According to Uladykouskaja, political freedom and national independence of the Belarusians are closely connected with the getting rid of Soviet stereotypes in the mind and behavior, with the elimination of betrayal and servility among the elites as well as with return the Belarusians to their native cultural and language environment [20].

With Dr. V. Shalatonin as a coauthor, she included George Lakhovsky’s heritage into the Belarusian scientific and cultural context [21]. Participated in joint civic and scientific projects in Poland, Great Britain, Germany, Luxembourg, France, USA, Sweden, Norway, Italy, Lithuania, Latvia, and Ukraine [22]. Uladykouskaja paid the key attention to the Belarusian-Polish dialogue and cooperation [23]. She is a member of the Editorian Bords „History and Politics” journal (Torun, Poland) and international journal „Humanities and Social Sciences”.

After visiting the USA in 2008 on an exchange program, Uladykouskaja started researching the preservation of cultural originality and intercultural dialogue development [24]. She views intercultural dialogue as a modern universal value and as a basis for the democratization [3]. Uladykouskaja declares that Belarus should stimulate social and cultural development and gain a better understanding of what happens in other countries. Trying to implement this idea she founded the Intercultural Dialogue Centre under the Republican Confederation of Entrepreneurship in 2010 and the Institution „Intercultural Dialogue” in 2012.

Since 2010 Uladykouskaja has focused on American Studies and popularization of knowledge about the USA [25][26][27]. Her international projects including „Belarusian-American Cultural Dialogue: Strategy for Development” (2011-2012) received a broad public resonance. She believes that the USA is the most progressive country which supports the faith in human beings. According to her, „USA gives us a vivid example that nothing is given as hard and nothing brings such large dividends as Her Majesty Freedom. Freedom is not free, but if you do not have Freedom and do not fight for it, then what is the reason to live?” [28].
