Fixed most of the "citation req" by a new ref which offers cute images! Dropped the coats of arms thing, as I couldn't find a ref. - I will be out for the day, singing on Fridays, so take your time. --Gerda Arendt (talk) 14:07, 16 August 2019 (UTC)
No QPQ yet, but looking at your original hook, it's a little complex, perhaps one too many clauses. I don't see "enabled mail order" explicitly mentioned in the article, although it is implied (I don't believe strongly enough for the [my] satisfaction of DYK rules). Another good fact is they "built the first department store in Austria-Hungary". If we are determined to stick with your initial suggestion, I'd write it as:
ALT1: ... that department store chain Kastner & Öhler, based in Graz (interior pictured), began as a shop for mercery in 1873 and was the first in Central Europe to introduce fixed prices enabling mail order?
