The hook itself very closely paraphrases ref 1. Here is the text from the source, for comparison:
- "Bugyal are high altitude alpine grass lands or meadows in Uttaranchal. These are also referred as 'nature's own gardens'."

BU Rob13: Thanks for the review. I have modified the lead sentence. There was a further problem as one of the book references was deleted as it was not acceptable and consequently several tags were introduced by another reviewer. I took some time to find references. I have fixed all references which has also resulted in adding more text. I now propose this ALT1 hook. ... that the Meadows of the Bedni Bugyal (pictured) in the Chamoli district have camps for pilgrims to visit the Rup Kund lake which is covered with snow for 10 months in a year?--Nvvchar. 06:36, 9 August 2015 (UTC)

Expanded, long enough, neutral, verifiable, no remaining close paraphrasing or copyvios. ALT1 is short enough and interesting. It still needs an in-line citation no later than at the end of the sentence where the fact is. There's no in-line citation on the sentence that is used to source the fact that Rud Kung is covered in snow 10 months out of the year. ~ RobTalk 14:50, 12 August 2015 (UTC)
