Preparing/enhancing a couple of other Hayling Island related articles William Padwick kept being mentioned in a number of sources ... he was involved in a few things. An obvious candidate for list of Notable People on Hayling Island he didn't have his own article ... though 'Hayling Island branch line' already had a (red) link to a non existant article for him. This article is good enough for a stub and there's sufficient citations to move it direct from draft WP:BOLD; and the sooner its moved the appropriate links from other articles can follow in my opinion. This is between strong stub to poor start class level in my opinion.
