Yes. can't see how to make a quick "push pin" style map for bays with the map templates available for rivers, mountains, and so on. That would be easy and quick, but maybe it isn't implemented. If that doesn't work, one could just edit a map like File:Washington Locator Map.PNG and add a marker for Willapa Bay. Perhaps I'll get to it someday. Not right now though.
