He LITERALLY flooded the neighborhood with drugs? Doubtful. edit

I think the article incorrectly uses the word "literally".

If a neighborhood is LITERALLY flooded with something I think it describes a situation where whatever it is flooded with is actually in the streets in such quantities that the the substance itself makes it hard to physically move about. I could be wrong but I highly doubt that, as much crack cocaine as there might have been, there was physically so much cocaine on the streets that people couldn't walk or drive because of it.
