The first reference listed on this page explicitly contradicts this and I can find nothing verifying this.

I was a federal employee from November 1972 on and recall nothing of this. It certainly was not a holiday in terms of either getting the day off or receiving holiday pay if required to work on this day. Wschart (talk) 14:17, 26 December 2016 (UTC)Reply
