editThat doesn't look like it's from the actual episode - the drawing looks really messed up. Where does it come from?
- Looks to me like a promotional sketch or coloured animatic. But that is definitely not a still from the show. Look at the colour of the plate.

Burns' speech
editIt seems to me that Burns' speech is supposed to be like Richard Nixon's Checkers Speech, except substituting the fish for Nixon's dog.
