Name of organization: How is it punctuated? When did it change from "Toward Utility Rate Normalization"? edit

This article currently punctuates the name as:
TURN (The Utility Reform Network)
They are on Facebook, where it is punctuated
TURN - The Utility Reform Network

On TURN's website, they use a graphic design that uses 2 lines instead of punctuation, but that's only suitable where graphics are appropriate.
