Citations needed

Much of this is vague and highly subjective. What does “enduring hearts of its citizens” mean? Is that a quotation? If not, it’s an opinion or value judgement. Similarly “gratitude in action” as a definition requires a source. This sounds like official PR justifying a commericial real estate venture. How is this project related to the Bicentennial?
