After looking at his publication history, I think SR's claim to notability is dubious at best. I only got 64 citations of his papers using Google Scholar. (That search is complicated by the fact that Ralescu is a fairly common name – DA Ralescu and A Ralescu also come up a lot.) The "standard reference" article about auditory evoked potentials (1990) notes exactly 1 citation on Google Scholar, and a worldwide web search for the article locates 18 references in total.
