Now that we know that khairkhan means "hill", calling the mountain "Songino Khairkhan Uul" is probably a pleonasm. Which means that we have a mountain and a district of the same name.

Three obvious options:

  1. Songino Khairkhan (district) vs. Songino Khairkhan (mountain)
  2. Songinokhairkhan vs. Songino Khairkhan
  3. Songinokhairkhan Düüreg vs. Songino Khairkhan

Apparently, the name of the district is officially written as one word run-together. There may be other düüregs in need of disambiguation, though, so renaming them all to "Xxx Düüreg" may be a good idea as well. For that reason I'd prefer option 3.
