editI searched for this subject on Worldcat.org https://www.worldcat.org/search?qt=worldcat_org_all&q=soheil+afnan The search resulted in some 88 results. He is definitely notable by all means. Why did you opt for direct delete and not proposing the article through AFD discussions?
