I just happen to have witnessed that a lot of this article has been deleted just now. Just in case the original authors are unclear about this, it was done because the deleted content was totally non-encyclopedic in nature. It was a giant list, like a brochure or a news release. The article already violates the most basic principal requirements of wikipedia, by providing no citations. See if you can try to do that. Find another high-class article which is similar, perhaps a governmental or nonprofit or environmental agency in California, etc, and imitate some of what they do. Good luck!
