MadmanBot was incorrect in flagging the article as copied from Obituaries Australia. Most of the text was taken the public domain https://en.wikisource.org/wiki/The_Dictionary_of_Australasian_Biography/Topp,_Samuel_St._John (published in 1892).

Obituaries Australia took their text from the Argus of 1902 who looks like copied The Dictionary of Australasian Biography!
I believe Obituaries Australia only take their text from newspapers now in the public domain, so bots should stop checking there anyway. Diverman (talk) 03:17, 4 October 2013 (UTC)Reply
