Capitalisation of proper noun condensed usage in this article

There is an edit war going on with User:Neils51 regarding the capitalisation of 'Commission', wherein the article Wikipedia:Manual_of_Style/Capital_letters#Institutions has been cited to support lower case, arguing that its use here is generic. However in the adduced article, it states:

• "Full names of institutions, organizations, companies, etc. (United States Department of State) are proper names and require capitals. Also treat as a proper name a shorter but still specific form, consistently capitalized in reliable generalist sources (e.g., US State Department or the State Department, depending on context)", i.e. not the state department.

This article is about the 'Royal Commission into the New South Wales Police Service' and therefore its shorter form, according to this rule, is 'the Royal Commission', or 'the Commission'. This specific commission requires initial capital, because it is the title of a specific government commission, and its shorter title still refers to the Royal Commission into the NSW Police Service. In the lead paragraph, the lower case form however correctly IS generic, 'was a royal commission', where the indefinite article is used.Chrisdevelop (talk) 08:38, 5 May 2023 (UTC)

Chrisdevelop, the capitalization that is applied is that applied by AWB and the capitalization rules have been established by consensus and behave according to the description found here, which I have previously pointed out to you. You talk about a ‘specific commission’ however this is no different for instance to referring to the ‘University of California’ and subsequently making reference to ‘the university’ when not using the full name. If you disagree with the rule application then I would suggest raising your case here. Neils51 (talk) 11:05, 6 May 2023 (UTC)
