There are two official english translations - one at http://government.ru/en/department/56/ is Federal Agency for Technical Regulation and Metrology. Another at the agency website, http://www.gost.ru/portal/eng, is Federal Agency on Technical Regulating and Metrology. Neither is the name used here. I'm not sure why it was moved to this title?
