Hello, I'm sorry for the late response.
I confirm I'm now working at NIC Costa Rica, the institutions that manages the "Punto Neutro de Intercambio de Tráfico de Costa Rica" but I sincerely don't see any COI here, as the article is only the description of the IXP (the generic name of the infrastructure described), there are no personal opinions.
