Universal suffrage edit

Definition of universal suffrage according to Universal suffrage: Universal suffrage (also general suffrage or common suffrage) consists of the extension of suffrage to all adults, without distinction as to race, sex, belief, or social status. This would include right to vote or participate in government, most often in a democracy.

The 1995 election used simple plurality. (see Elections_in_Hong_Kong) So why it is not universal suffrage? --Hunter 05:52, 10 June 2006 (UTC)Reply
