Move to City Council of Penang Island

Wikipedia:Naming_conventions_(government_and_legislation) states that:
- Guidelines for government departments, agencies, and offices
- Use official names in article titles (United States Department of the Treasury instead of Treasury Department), unless an agency is almost always known by an acronym or different title (DARPA).
In Malaysia, local authorities have official names in both Malay and English. This is published in the Government Gazette (Warta Kerajaan). By P.U. 74 & 75/1976, the official English names of the local authorities in Penang were gazetted as the "Municipal Council of Penang Island" (Majlis Perbandaran Pulau Pinang) and the "Municipal Council of Province Wellesley" (Majlis Perbandaran Seberang Perai).
Since 2015, the MBPP has been upgraded in title to the "City Council of Penang Island", whereas in 2019, the MBSP has changed its English title to "Seberang Perai City Council". This can be seen, for example, in the Government of Penang Gazette (Warta Kerajaan Negeri Pulau Pinang). Each article must follow the relevant official name.

- Such a move would put this title incongruent with the other articles on Malaysian city governments (i.e. Kuala Lumpur City Hall, Kota Kinabalu City Hall, Kuching North City Hall and Kuching South City Council). I noticed you've not adequately answered the issues listed on your own talk page.
- "Penang Island City Council" is not only the more common term on Google, it is more concise. Precisely why the United Kingdom in WP is not the "United Kingdom of Great Britain and Northern Ireland".
- For uniformity and as per WP:CONSISTENT, if this article is to be renamed, the same should be done for all other articles on Malaysian city governments.
