White space edit
I moved the image back to where it was to avoid a large, empty white space in the page. This is often done, but it is especially needed here, and I can't find any guideline that would allow any editor to move it back. This is not a whim, but it is good, solid layout design. Thank you. - BeenAroundAWhile The guideline for appropriate ordering of sections can be found here [[1]]. The caption for the image on the right states that body sections appear after the table of contents, and this is why I changed the layout in the first place.
