PDF page three - "Davis transmitted this disrutbing news to Secretary of War Daniel S. Lamont, and recommended that these and other important sites at Appomattox be permanently marked by tablets. After Lamont's approval, Davis had these and other sites marked with cast iron tablets, in 1893". That suggests that the important sites are marked with tablets, but not every tablet marks an important site. So, those without tablets might not be notable, and then some of those with tablets might also fall short. (If we go off of the Secretary of War decision).

From page 7 "If the modest village of Appomattox Court House is considered a museum, its architectural significance lies in the breadth and depth of its collection of late eighteenth and nineteenth century buildings, structures, and sites". This suggests that it is considered one entity according to the document.

Page 9 lists buildings and equally lists the "Tavern Kitchen and Guest House" (p. 11), "Clover Hill Tavern Guest House" (p. 11), "Bobcock-Isbell Smokehouse" and "Outside Kitchen" (p. 16), "Plunkett-Meeks Store Storage Building" (p. 18), "McLean Well House" and "McLean Ice House" (p. 28), etc, along side of other buildings that were listed as having individual pages. This would seem to suggest that notability cannot be determined from this list alone. Also, according to page 19, the "New County Jail" was not completed until after the Civil War, and thus has no real connection to the surrender. Thus, the buildings are listed as connected to the establishment of the park (i.e. within the designated radius) and not necessarily as buildings of importance to the surrender.
