Being "one of Africa's most senior female soldiers" at a point in time does not seem in itself to demonstrate notability. It is possible that the subject could be regarded as meeting WP:SOLDIER #5 or #6 but that depends on whether the action in the Goa region is viewed as a significant military action under her command.
