People's Commissariat for Posts and Telegraphs was the name of the Soviet state organ that was in charge for posts and telegraphs, and it was never related to railways. The Ministry of Railways of the Soviet Union stems from the People's Commissariat of Railways, see Council of People's Commissars. Yes, it does. The problem is that if you remove 'CCCP', it would mean any ministry of communications, see ru:Министерство связи. So, the Soviet ministry was called exactly 'Министерство связи СССР', read, for example, here: File:USSR Telegram Form F-TG1a, 1988.jpg. I revert your edit.
