A WP editor recently deleted several entries on the grounds that the individuals in question didn't have WP biographies. But the guidelines surrounding WP biographies of living persons explicitly discourage writing biographies of individuals whose lives are only notable in relation to a single news item (e.g., being granted asylum). Probably I should check this more carefully. I agree that the list should include people who are notable specifically for granting their asylum - as covered in multiple sources. Agreed that the list can't be comprehensive (most WP lists can't be comprehensive) but some of the entries you deleted are certainly notable in their own right. I doubt many Americans are aware that a native born American citizen, who was a convicted sex criminal in the US, recently sought and was granted refugee status in another G7 country, not in spite of, but because of her conviction (Denise Harvey). Or that an American accused of kidnapping her own parents would be granted asylum in Costa Rica over perceived miscarriage of justice in relation to domestic violence. These are interesting cases and are a counterpoint to the stereotypical image of asylum seekers escaping political persecution in third-world countries. Suren Gazaryan is a Goldman Prize winner and should have a WP:Bio. Don't know much about Savva Terentyev, but there have only been a handful of cases of people being granted asylum because of their Internet blogging. Also not sure why you want multiple sources as a national news organization is usually sufficient: nevertheless, I've added several more sources for Denise Harvey.

distinguish this page from list of refugees

The way I interpret the collection of people in this article is that those listed here became refugees/sought asylum because of their prior actions. They became refugees because they were a public figure.
