Cramer is mentioned in this report [1] from the national governors association.

Here [2] he is listed on the international council of the American Management Association.

Here [3] we find him listed in the Us Department of Commerce news. Without especially the recent Deseret News article it would be hard to find anything as more than just a short listing. However that article is clearly indepth, and we have coverage of his appointment by Reagan, if minimal. However more coverage might have occured in 1988. Finding papers from 1988 on the internet is not as easy as more recent news. However it does seem his position is largely below the level that gets much notice. A big question is, is the sub-cabinet appointment he had one that grants default notability, or does the other coverage confer notability. I have to admit I do not at all appreciate the attack characterization of this article as "spam". Spam for what? If anything I have avoided going where some sources suggests, that is suggesting that Cramer was a central figure in Utah expanding its exports in 2008 and 2009 while the country was suffering a recession. The sources suggesting this tend to be short speaker bios, which always try to spin the speaker as important as possible, but clearly some people have taken note of Cramer.John Pack Lambert (talk) 17:29, 3 August 2016 (UTC)Reply

This article [4] from World Trade Daily does make a more nuanced mention of the World Trade Center Utah's role in the growth of international exports by Utah-based companies, and it does name Cramer.
