Neutrality edit

Rewrite edit

I've done a minor rewrite of this page's content, as it was exceedingly hagiographic, promotional and editorialised as was mentioned by the above users. Still needs a lot of work, particularly the huge and largely irrelevant climate cutback section, as well as the laser section.
