They say that Putin named it Koni after subj because she is a black bitch.

I doubt that claim very much. The animal was acquired by Putin before Rice was even National Security Advisor, let alone Sec. Of State. If he had a say in naming it, it is unlikely he would have had much opinion of Rice. Short description shortness 🐕

It is recommended to have only a few words rather than a full sentence in any short description. The only full name of Putin is Vladimir Vladimirovich Putin. The name, Vladimir Putin, could refer to either the president or his father. Simply put that is not his full name when missing the middle name. Regardless, if you're talking about just Putin, 99% of people guess which Putin it is. The same applies to Vladimir Putin whereby most everyone guesses which Putin the writer is referring to. Therefore, in terms of short descriptions, it is advisable to always use Putin and not Vladimir Putin to keep it concise unless you want you cross with the Wikipedia instructions that is.
