Did Volts really write the story in "The King in Yellow"?

Chambers' book does not credit Volts anywhere. Also, the book was published in 1895, prior to the publication date for the story given here (1897). The wikisource page for "In the Court of the Dragon" still credits it as "by Robert W. Chambers".
