The article would greatly benefit from references in English, since most of our readers won't understand Chinese. A search through Google Scholar was far more promising than a regular Google search.

The city has had a World Bank loan for a restoration project. Whilst I've not found the project itself, this audit proves its existence.

There are a variety of studies on different aspects of the city. A paper on urbanization and the distribution of herbaceous plants may not have anything usable for the article, but "Regional Analysis and Related Construction of Historic Urban Landscape: Case Study on Jingzhou Ancient City" and "The Localization Design of Jing-Chu Context in the Renovation and Renewal of Urban Public Landscape" may have quite a lot.
