The article is on the bubble between start and C class, IMO. The article badly needs WP:LEAD expansion, refs formatting, and since this is such a wealthy place some important people must live there or be from there so a list seems to be a glaring omission. I could probably bump it to C with just adequate LEAD expansion. The best way to go about this is to reconsider the formatting of the text and make sure each section is represented in the LEAD. Once you do this ping me. If you really want to improve the article do the other things to. There are some other quick things you might do. E.g., you could make a map depicting these boundaries. See the OpenStreetMaps on pages like Loop, Chicago.
