editI made edits to fix grammatical and punctuation errors, and to reduce repetition, and I have made edits to bring this more in line with what an encyclopedia article should be: factual and neutral. Wikipedia is an international encyclopedia, not an American one, so phrases like "our country" don't belong: many Wikipedia readers do not share you nationality. Further, as an encyclopedia article, it should report on facts, and not advocate policies.
Also, we need to decide what this is called as the article is not consistent in its nomenclature: is it "ICEX", "ICE X", "Ice X" or something else? The article uses all three. Ground Zero | t 12:23, 13 April 2016 (UTC)
